中日韩三国北极事务公共外交比较研究

A Comparative Study of Public Diplomacy on Arctic Affairs Among China,Japan and South Korea

在北极治理日益全球化、多元化的背景之下,同为近北极国家以及北极利益攸关方的中日韩三国,对北极事务都保持着积极的关注和参与。北极公共外交作为三国参与北极事务的重要方式,有利于扩大三国在北极治理议题中的“朋友圈”,提升北极事务中的国际话语权。鉴于此,文章采用比较分析的研究方法,从国家层面、科技合作、人文交流三个层面对中日韩三个国家的北极事务公共外交的现状进行分析,比较三国北极公共外交中的共性与差异,从中借鉴日韩北极公共外交的成功经验,以期为进一步推动中国的北极事务公共外交,拓展北极活动的参与提供更多的可能性。

Against the backdrop of increasingly globalized and diversified Arctic governance,China,Japan and South Korea,as near-Arctic states and stakeholders in the Arctic,have been watching and participating in Arctic affairs.As an important way for the three countries to participate in Arctic affairs,public diplomacy is conducive to expanding their“circle of friends”in Arctic governance issues and increasing their international discourse power in Arctic affairs.The article makes a comparative analysis of the current situations of public diplomacy on Arctic affairs from the national level,science and technology cooperation,and cultural exchanges of three countries.By comparison we can find similarities and differences between the three countries in the Arctic public diplomacy and learn from the successful experience in order to further promote China’s public diplomacy on Arctic affairs,and make its participation in Arctic activities more possible.
