基于系统工程思维模式下的企业标准化能力评价机制研究

Research on Evaluation Mechanism of Enterprise Standardization Ability Based on Systems Engineering Concept Mode

健全标准化良好评价机制是《国家标准化发展纲要》的主要内容和指引方向,本文采取系统工程思维方式提出了一套“以系统工程思维为牵引,以工程化设计为主线”的能力评价模型。该模型以标准化评价工作内容为导向,从组织机制、技术体系、人才培养、监督评价等方面构建了一套完整的能力体系来支撑评价工作,为健全标准化工作评价机制提供了一个不同角度的解决方案。

To perfect the standardization good compliance evaluation mechanism is one of the main contents and guidelines of the National Standardization Development Outline.This paper employs the systems engineering concept mode to provide an ability evaluation model which is based on systems engineering concept and takes engineering design as the core.The model employs standardization evaluation contents as the guideline,establishes a complete set of ability system in the aspects of organization mechanism,technical system,talent cultivation,supervision and evaluation,etc.so as to support the evaluation,and provides one solution to perfect the standardization evaluation mechanism from a different perspective.
