特大型方舱医院物资保障体系建设与实践探索

Construction and revelation on materials support management of upsizing Fangcang hospitals

目的探讨大型方舱医院在应对突发公共卫生事件中物资保障体系的建设与管理实践。方法自2022年3月以来,上海交通大学医学院附属瑞金医院方舱医院管理团队先后参与多家大型新型冠状病毒肺炎方舱医院的设计、建设及运行保障工作。其中国家会展中心(上海)方舱医院规模最大,总床位近5万张,结合传染病类方舱医院运行特点,从基本情况、面临挑战、建议对策等方面,总结本团队在后勤物资保障工作中的经验。结果运行保障团队应从建立物资保障管理团队、明确物资保障原则、确定物资保障内容、规范建立物资仓储库、理顺管理流程等方面构建物资保障体系,以应对大型方舱医院安全、高效运行面临的挑战。结论充分利用信息化手段,形成自上而下的信息贯通,形成“平疫结合”的仓储体系,构建标准化申购、配送、发放的高效途径,才能真正确保战时方舱医院物资保障体系运行通畅,为其安全运行与紧急应对提供保障。

Objective To explore the construction and management practice of material support system in large Fangcang shelter hospitals in response to public health emergencies.Methods Since March 2022,the management team of Ruijin Hospita has successively participated in the design,construction and operation support of several large Fangcang shelter hospitals.The Fangcang shelter Hospital of the National Convention and Exhibition Center(Shanghai)has the largest scale,with a total bed of nearly 50000.This paper summarizes the experience of the team in logistics material support regarding basic situation,challenges and strategies in combination with the operating characteristics of the shelter Hospital of infectious diseases.Results The operation support team should establish a material support system from the aspects of establishing a material support management team,clarifying material support principles,determining material support contents,standardizing the establishment of material warehouses,and straightening out management processes,so as to meet the challenges faced by the safe and efficient operation of large Fangcang shelter hospitals.Conclusion By making full use of information-based means,forming a top-down information connection,forming a"combination of peace and epidemic"storage system,and building an efficient way of standardized purchase and distribution,we can truly ensure the smooth operation of the material support system of the shelter hospital in wartime,and provide guarantee for its safe operation and emergency response.
