国际奥委会治理数字化转型及中国方案

Digital Transformation of IOC Governance and Chinese Approach

在数字革命与奥林匹克运动改革的双向驱动下,奥林匹克运动数字化发展和国际奥委会治理数字化转型成为潮流。国际奥委会治理数字化转型的战略意义主要体现在两方面:①通过数字技术赋权提升组织透明度、代表参与度和决策民主化;②通过数字技术赋能转变数字化理念驱动团结治理价值转向。实践中,国际奥委会治理数字化转型面临着治理技术依赖的潜在数字安全风险和隐患,忽视数字治理理念革新阻碍奥林匹克运动善治进程,治理场域延伸为奥林匹克运动带来新的治理挑战等现实困境。提出国际奥委会通过理性对待数字技术统筹兼顾技术温度和治理效度,超越数字技术认知以“更团结”治理价值引领并不断强化数字治理理念更新,灵活把控数字主权确保组织权威的前提下通过团结多方利益相关者协同共治新场域等策略纾解困境。在基于履行新时代体育外交使命的中国立场,讲述助力国际奥委会治理数字化转型的中国方案的同时,借鉴国际奥委会治理数字化转型的经验,促进我国体育数字化发展以及单项体育协会深化改革。

Driven by digital revolution and Olympic reform,the digitalization of the Olympic movement and digital transformation of IOC governance have become a historical trend.The strategic importance of the digital transformation of IOC governance is mainly reflected in two aspects:enhancing organizational transparency,representative participation and decision-making democratization and transforming the digital concept to empower the united governance.In practice,the digital transformation of IOC governance is faced with the potential digital security risks and hidden dangers due to the dependence of governance technology,the ignorance of the innovation of digital governance concept,which hinders the good governance process of the Olympic movement,and the new governance challenge brought by the extension of governance fields.It is proposed that the IOC should rationally keep a balance between digital technology and governance effectiveness,lead and strengthen the digitalization and its renewal with the concept of“united governance”,which goes beyond digital technology,and maintain flexible control of digital sovereignty under the premise of ensuring the organization authority so as to coordinate multiple interested parties to relieve difficulties.Finally,based on the role of fulfilling the mission of sports diplomacy in the new era,this paper describes Chinese approach to help the IOC govern the digital transformation,and at the same time draws lessons from the experience of the IOC to promote the development of China’s sports digitalization and deepen the reform of individual sports associations.
