乡村产业振兴背景下绿色金融发展研究

Research on Development of Green Finance under Background of Rural Industry Revitalization

产业振兴是乡村振兴之本,绿色金融作为促进产业绿色发展的重要驱动力,是服务乡村产业振兴的重要力量,是促进乡村全面振兴实现农村共同富裕的有效手段。近年来,我国通过绿色信贷助力乡村产业发展规模持续增长、绿色保险助力乡村产业安全作用逐年提升、绿色债券助力乡村产业振兴供需双赢格局快速形成,有效发挥了绿色金融助力乡村产业振兴的作用。但是,仍然存在政府政策体系不完善、金融机构支持力度不大、农业经营主体参与程度不高等问题。政府应完善绿色金融政策体系,打造多维绿色金融市场,优化绿色产业营商环境;金融机构应夯实金融基础设施,健全绿色金融普惠体系,提升服务质量;农业经营主体应统筹绿色金融资源,强化金融科技赋能,注重金融评价体系。通过政府、金融机构、农业经营主体的协同联动,充分发挥绿色金融作用,切实促进乡村产业振兴。

Industrial revitalization is the foundation of rural revitalization.As an important driving force of green development,green finance is an important force to serve the revitalization of rural industries,and an effective way to promote the overall revitalization of rural areas and achieve common prosperity in rural areas.In recent years,China has helped the sustainable growth of the development scale of rural industries through green credit,the improvement of the security role of rural industries through green insurance year by year,and the rapid formation of the win-win pattern of supply and demand of the revitalization of rural industries through green bonds,thus effectively playing the role of green finance in helping the revitalization of rural industries.However,there are still some problems,such as imperfect government policy system,insufficient support from financial institutions,and low participation of agricultural business entities.The government should improve the green financial policy system,create a multi-dimensional green financial market,and optimize the business environment for green industries;financial institutions should consolidate financial infrastructure,improve the green financial inclusive system,and improve the service quality;agricultural business entities should coordinate green financial resources,strengthen financial technology empowerment,pay attention to the financial evaluation system.Through the coordinated linkage of the government,financial institutions,and agricultural business entities,the role of green finance will be brought into full play to effectively promote the revitalization of rural industries.
