通过梳理上海市建筑材料备案管理现状,结合2021年建筑材料备案实践,介绍了上海市建筑材料备案.供应信息报送和事中事后监管情况,主要包括备案流程.备案数量.备案企业地区分布和供应信息报送概况.2021年事中事后监管结果及后续处理等内容。同时,揭示了备案申请、供应信息报送、事中事后监管中存在的备案条件核查覆盖率较低,部分工程项目未按规定报送供应信息等问题和不足,并分析了问题原因。在此基础上,提出依托法制化筑牢监管基础,完善数字化提高监管效能,以及坚持精细化优化监管流程等3条建议。

In order to promote the high-quality development of building materials,through sorting out the record management of building materials in Shanghai and combining with the work practice in 2021,introduces the record management of building materials in Shanghai,the submission of supply information and the supervision during and after operation.It mainly includes the filing process,the number of filing,the regional distribution of filing en-terprises and general situation of reporting of supply information,as well as and the supervision results and fol-low-up treatment in 2021.At the same time,it reveals the problems and deficiencies in the filing application,sup-ply information submission,the low coverage rate of the filing condition verification in the supervision during and.after operation,and the failure of some projects to submit supply information according to the provisions,and ana-lyzes the causes.0n the basis of this,three suggestions are put forward,including strengthening the supervision foundation by relying on legalization,perfecting digitalization to improve the supervision efficiency,and persist-ing in refining and optimizing the supervision process.
