加强新形势下消防技术服务机构监管的几点思考

Some Thoughts on Strengthening the Supervision of Social Fire Technical Services under the New Situation

新形势下加强消防技术服务机构的监督管理,促进消防技术服务行业健康发展,对公共消防安全具有重要的促进作用。当前,消防技术服务机构在一定程度上存在执业条件不具备、执业水平不高、执业行为不规范、质量体系不健全等问题,主要原因是消防技术服务机构良莠不齐、内控管理不严、责任边界不清以及缺乏行业自律等。基于此,提出厘清责任边界、创新技术服务机构监管机制、加大违法打击力度等对策,以期对改善消防技术服务机构监管效果有所帮助。

Under the new situation,strengthening the supervision and management of fire technical services and promoting the healthy development of fire technical service industry play an important role in promoting public fire safety.Nowadays,there exist some problems in fire technical services,such as failing to meet the conditions of service,low service level,non-standard behavior and imperfect quality system due to the uneven quality of fire technical services,poor internal control and management,unclear responsibility boundary and lack of industry self-regulation.To this end,some countermeasures are put forward,including clarifying the responsibility boundary,innovating the supervision mechanism of fire technical services and strengthening efforts to crackdown violations,in order to help improve the supervision of fire technical services.
