结构性融合视角下德国难民融合的考察与启示

Examination and Insight into the Integration of Refugees in Germany from a Structural Integration Perspective

面对大量的难民,近年来德国政府一直致力于探索和推行难民融合措施,以结构性融合为主要和重点融合场域。德国政府促进难民融合的公共政策和制度设计务实有效,给我国移民融合工作带来一定启示,包括多元化主体协作推进中文课程的开设,以就业作为技术移民结构性融合的着力点,开设全方位的移民融合课程适度推进移民的社交、文化和身份融合。

With the large influx of refugees,the German government has been exploring and implementing refugee integration measures in recent years,among which structural integration is the main and priority field of integration.The German government’s public policies and institutional design to promote refugee integration are pragmatic and effective,which can be a source of inspiration for the integration of immigrants in China.This includes the collaboration of diverse actors to promote Chinese language programmes,employment as a focus for the structural integration of skilled immigrants,and a full range of immigrant integration programmes to appropriately promote the social,cultural and identity integration of immigrants.
