国际刑警组织参与公共危机全球治理的行动与挑战——以应对新冠肺炎疫情为例

Actions and Challenges of Interpol’s Participation in Global Governance of Public Crisis——Take Responding to COVID-19 as an Example

新冠肺炎疫情暴发以来,全球众多国家、国际组织、社会机构均投身于应对这一公共危机之中。突如其来的疫情,使得全球安全稳定受到一定威胁,犯罪趋势受疫情影响也非常明显,为全球治理带来严峻挑战。国际刑警组织作为全球警务执法合作的最大国际组织,具有公共危机应对的合作、协调、倡议等重要职能,在打击假冒伪劣药品和医疗器械、人口贩运和偷渡行动、网络犯罪、儿童性剥削和虐待等方面采取了积极措施,为各国在疫情期间开展警务执法、犯罪防控提供了有效对策。

Since the outbreak of COVID-19,countries,international organizations and social institutions around the world have engaged in responding to this public crisis.The sudden outbreak of COVID-19 has posed a threat to global security and stability,and the trend of crime has increased significantly,posing a severe challenge to global governance.In the crisis event,Interpol,the world’s largest international organization of police law enforcement cooperation plays an important role in public crisis response and shows its great functions such as cooperation,coordination and initiative.Active measures adopted by Interpol in fighting against fake medicines and medical products,human trafficking and smuggling,cybercrime,child sexual exploitation and abuse provide references and suggestions for the law enforcement agencies of different countries in crime prevention and control during the outbreak.
