基于BSC的职业院校企业实习安全管理模式研究

Study on Safety Management Mode of Enterprise Internship in Vocational Colleges Based on BSC

为提高职业院校企业实习安全管理水平,首先对职业院校企业实习模式和实习过程中存在的风险进行分析;然后基于BSC理念和行为安全管理理论,从职业院校企业实习安全管理参与主体的层面,构建“政府—学校—企业”多主体BSC安全管理模型;最后从政府、学校、企业层面提出安全管理的对策建议。研究表明:现有的顶岗、校中厂实习模式存在的风险主要来源于管理体系和管理权责问题;多主体BSC安全管理模型能够厘清职业院校企业实习中3方主体间的权责关系,促使各个主体的安全管理工作能够科学全面开展。

In order to improve the safety management level of the enterprise internship in vocational colleges,firstly,the enterprise mode of vocational colleges and the risk existed in the internship were analyzed. Then,a " Government-College-Enterprise" multi-subject BSC safety management model with was constructed from the level of participating subjects of the enterprise internship of vocational colleges based on the BSC concept and behavioral safety management theory. Finally,countermeasures and suggestions were proposed from the level of government,college and enterprise. The results show that the risk existed in the current internship mode by post practice and college-run workshop are mainly from management system and management rights and liabilities;and that the multi-subject SBC safety management mode can clarify the right and liability relationship between government,college and enterprise,and impel the fully development of the safety management of multi-subjects.
