摘要
基于项目生命周期理论,首先梳理DARPA的组织结构及其创新生态系统的构成;然后剖析DARPA颠覆性创新项目的全生命周期管理流程和创新生态成员在生命周期各个阶段中扮演的角色,并深度分析DARPA颠覆性创新项目各个阶段的特点;最后从项目经理的聘用、风险管理、采办机制、沟通机制、审查机制和创新生态系统6方面探讨DARPA项目管理机制对我国开展颠覆性创新项目的启示。
Based on the project life cycle theory,this paper firstly sorts out the organizational structure of DARPA and the composition of its innovation ecosystem;analyzes the whole life cycle management process of DARPA disruptive innovation projects and the roles of innovation ecosystem members in each stage of the life cycle;then deeply analyzes the characteristics of DARPA disruptive innovation projects at each stage.Finally,the enlightenment of DARPA project management mechanism to the development of disruptive innovation projects in China is discussed from the six aspects of project manager employment,risk management,acquisition mechanism,communication mechanism,review mechanism and innovation ecosystem.
