密云水库高水位运行工程安全保障体系探索与研究 被引量:2

摘要 密云水库是一座大型水利枢纽,承担着重要的防洪与供水保障任务。通过回顾密云水库历史上高水位运行情况,阐述了密云水库历经2021年新高水位的运行情况及应对过程,从工作机制、巡查监测、运行维护、技术支撑及风险应对等5个部分总结了开展的主要工作,并从建立安全保障体系、制定实施保障方案、加强技术支撑保障等3个方面提炼了高水位运行的经验,从完善机制体制、升级改造设施及评估工程性态等3个角度挖掘存在的不足。结合工程实际与工作经验,从深化保障体系、夯实工程基础及增强技术支撑等3个方面提出对策与建议。密云水库高水位运行安全保障体系的探索与实践,对同类大中型水库的工程运行管理具有借鉴意义。 Miyun Reservoir is a large water conservancy project, which undertakes the important task of flood control and water supply guarantee. By reviewing the operation situation of the historical high water level of Miyun Reservoir, this paper expounded the operation and response process of Miyun Reservoir after the high water level in 2021.It mainly summarized from five parts:working mechanism, inspection and monitoring, operation and maintenance, technical support and risk response. In addition, the experience of high water level operation is extracted from the three aspects of establishing safety assurance system, formulating and implementing assurance plan countermeasures and suggestions are put forward from three aspects:deepening the security system, consolidating the foundation of the project, and enhancing technical support. The exploration and practice of high water level operation safety guarantee system of Miyun Reservoir can be used as a reference for project operation management of similar large and medium-sized reservoirs.
