Study on the Impact of the Emerging Marine Tourism Industry in Qinhuangdao Area on the Offshore Navigational Environment and Regulatory Strategy

通过分析新兴旅游业态对近海通航环境及监管策略的影响,进而规范辖区新兴业态监管机制,提升辖区安全监管质量,优化各涉海单位执法合作,形成分区统筹、依法监管、协作互助的海上交通安全监管模式,从而降低新兴旅游业态对通航环境的负面影响,提升海上交通安全监管的有效性和针对性,推动新兴旅游业态有序健康发展。

Based on a study of the impact of emerging tourism industry in Qinhuangdao on the coastal navigation environment and supervision strategies,it is suggested to regulate the supervision mechanism for emerging business within the area,gradually optimize the law enforcement cooperation between authorities involving maritime affairs,and develop a maritime traffic safety supervision mode of zoning and overall planning,law-based supervision,cooperation and mutual assistance,so as to effectively reduce the negative impact of emerging tourism industry on the navigation environment,improve the efficiency and pertinence of maritime traffic safety supervision,and promote the orderly and sound development of emerging tourism industry.
