工程造价与工程监理业务协调发展路径探究

Research on the Path of the Coordinated Development of Engineering Cost and Engineering Supervision Business

在大力推行全过程工程咨询的背景下,业务协调发展既会促进新产品或新服务的出现,也会促进行业的转型升级。工程造价和工程监理两项业务覆盖了工程管理的核心任务,在实际项目中,业主是否应将工程造价与工程监理业务统一委托仍有争议,工程造价与工程监理业务协调发展是否能真正解决“碎片化”值得进一步探讨。文章通过分析工程造价与工程监理现存问题,采用价值链理论,剖析了工程造价与工程监理工作的业务流程与工作内容,并用归纳演绎的方法对业务协调发展带来的主要影响及路径进行了探讨。文章总结了两条关键路径:一是企业应从沟通机制、人才培育机制、信息技术革新等方面利用好信息资源的优势;二是企业应畅通组织渠道、建立共同愿景,利用监管机制,构建起高效透明的项目组织,以期更好地推进工程造价和工程监理的业务协调发展。

Under the background of vigorous promotion of whole-process engineering consulting, business coordinated development will bring about the emergence of new products or services and promote the transformation and upgrading of the industry.The two businesses of project cost and project supervision cover the core tasks of project management, but in actual projects, whether the owner should entrust the coordinated development of project cost and project supervision business is still controversial, and whether the coordinated development of project cost and project supervision business can really solve the “fragmentation”deserves further exploration.This paper analyzes the existing problems, and adopts the value chain theory toexplore the business process and work content of engineering cost and engineering supervision, and uses the method of induction and deduction to discuss the main influence and path of business coordinated development. This paper summarizes 2 key paths : first, business integration can promote the integration of information resources, and enterprises should make good use of the advantages of information resources through communication mechanisms, talent training mechanisms, and information technology innovation;second, business integration can help enterprises achieve organizational transformation. In order to better promote the business coordinated development of project cost and project supervision,enterprises should unblock organizational channels, establish a common vision, and use the supervision mechanism to build an efficient and transparent project organization.
