体育公共服务资源共享的智慧治理体系构建与实现路径

Construction and Realization Path of the Intelligent Governance System of Sports Public Service Resource Sharing

智慧化已成为公共体育治理发展的新趋势。文章以前人研究与体育公共服务智慧化发展要求为依据,构建体育公共服务资源共享的智慧治理评价体系,运用结构熵权模型获取权重。体育公共服务资源共享的智慧治理评价体系包含居民感知、系统建设水平、组织保障机制、智慧化基础条件、智慧化服务资源5个一级指标和20个二级指标。权重最大的一级指标是居民感知与智慧化服务资源。并进一步从增强体育公共服务智慧化平台的信息建设、以系统化思路推进体育公共服务资源共享建设、制定体育公共服务资源共享的标准规范三个方面提出智慧化治理实现的路径。

Intellectualization has become a new development trend of public sports governance.Based on the previous human research and the intelligent development requirements of the sports public service,the intelligent governance evaluation index of the sports public service resources sharing is constructed,and the structure entropy weight model is used to obtain the weights.The intelligent governance evaluation system of sports public service resource sharing includes 5 first-level indicators,namely,residents’perception,system construction level,organizational guarantee mechanism,intelligent basic conditions,intelligent service resources,and 20 second-level indicators.The most weighted first-level indicators are“resident perception”and“intelligent service resources”.And further,the realization path of intelligent governance is put forward from three aspects:strengthening the information construction of the intelligent platform of sports public service,promoting the construction of the sharing of sports public service resources with systematic ideas,and formulating the standards and norms of sports public service resource sharing.
