Discussion on the Water Resources Management Construction in Hubei Province

全面梳理了湖北省在用水总量控制制度、用水效率控制制度、水功能区限制纳污控制制度、管理责任和考核制度等方面取得的实践成效,分析了存在的问题,提出了完善湖北省水资源综合管理法规体系、建立涉水部门间联动机制、拓展水保护资金来源等对策建议,对完善水资源管理制度具有指导意义。

Practical results achieved in Hubei Province are reviewed comprehensively from the aspects of total water use control system,water use efficiency system,pollutant discharge limit in water functional zones,management responsibility and assesment system. The existing problems are analyzed,and some countermeasures are put forward,such as improving the legal system of water resources comprehensive management,establishing the linkage mechanism between water-related departments,and expanding the sources of water protection funds. The research is of guiding significance for improving the water resources management system.
