在强化河湖长制中推进河湖监管常态化的思考

Thoughts on Normalized River and Lake Supervision and Management in Strengthening River and Lake Chief System

河湖监管是深入推进河湖长制工作的重要抓手。通过查阅文献、收集资料、实地调研等手段,总结了全面推行河湖长制5年来河湖监管工作成效和各地成功经验,分析了河湖监管存在的问题,结合目前关于强化河湖长制、健全河湖长制的新要求,提出了推进河湖监管常态化的对策建议,包括健全法规制度、完善体制机制,强化河湖长制、完善管护体系,加强河湖监管、开展专项整治等,可为河湖管理和河湖长制工作提供借鉴和参考。

The supervision and management of river and lake is the fulcrum of promoting the river and lake chief system. Through literature review,data collection and field investigation,we summarized the achievement and successful experiences of river management in the last five years,and analysed the existing problems in supervision and management. In line with the new requirements for strengthening and improving the river and lake chief system,we put forward measures and suggestions to normalize the supervision and management of rivers and lakes. Such measures included:to improve laws and regulations,to ameliorate system and mechanism,to enhance management and protection system,to strengthen river and lake supervision,and to carry out special rectification,etc. The research findings offer reference for river and lake management and the river and lake chief system.
