基层河长制工作的实践与思考——以宜昌市夷陵区龙泉镇为例

Practices and Reflections on Grass-root River Chief System:Case Study on Longquan Town,Yiling District of Yichang City

为了全面贯彻落实河长制,解决河道水库水质差、岸线环境乱、治理工作落实难等问题,需要从管理制度和措施方法两方面着手,探索基层河长制工作经验。龙泉镇通过加强领导、严格监督考核、建立长效机制等管理制度手段,结合河道水库确权、改善水质、建设生态项目、全面综合执法、落实专项资金、做好宣传引导等措施,初步建立了运转高效的河长制工作体系。通过五年实践基本实现了“河畅、水清、岸绿、景美”的美好目标,可为乡镇部门开展基层河长制工作提供参考。

The working experience of grass-root river chief system needs to be exploresd from two aspects of management system and measures to fully implement the river chief system and solve the problems of inferior water quality in rivers and reservoirs,disordered shoreline environment,and difficult implementation of governance.Longquan Town,by strenthening leadership,strict supervision and assessment,setting up a long-term mechanism and other management means,has initially established a high performance work system for river chief system in association with confirming the rights of rivers and resservoirs,improving the water quality,construction of ecological projects,comprehensive law enforcement,special funding publicity and guidance. After five years of practice,the goal of “smooth river flow,clear water,green bank and beautiful scenery” has been basically achieved. The research offers a reference for the work of river chief system in township departments.
