公立医院药品集中带量采购中存在的问题及对策

Problems and Countermeasures in the Centralized Procurement of Drugs in Public Hospitals

药品集中采购是我国深化医疗卫生体制改革、健全药品定价机制、发挥医保对药品定价的指导作用的一项重要措施。本文根据我国公立医院药品集采工作的实际情况,从集采药品遴选、采购供应、临床使用、财政运行等角度,对影响药品集采政策落实的现实问题及其成因进行分析,并在此基础上提出做好国家与地区性药品集采政策协同、合理设定配送费用、延长约定采购周期、开展集采药品专项评价等建议,为药品集采工作的常态化开展和相关政策完善提供参考。

Drug centralized procurement is an important measure for my country to deepen the reform of the medical and health system,improve the drug pricing mechanism,and give play to the guiding role of medical insurance on drug pricing.Based on the actual situation of centralized drug procurement in public hospitals in our country,this paper analyzes the practical problems and causes that affect the implementation of centralized drug procurement policies from the perspectives of centralized drug selection,procurement and supply,clinical use,and financial operation.On this basis,suggestions are put forward to coordinate national and regional drug centralized procurement policies,reasonably set distribution costs,extend the agreed procurement cycle,and carry out special evaluations for centralized drug procurement,which provides reference for the normalization of drug centralized procurement and the improvement of related policies.
