摘要
【目的】构建区域农业水资源配置效果评价指标,提出指标的统一量化方法,为区域农业水资源优化配置提供决策支持。【方法】从区域农业水资源生态经济系统整体角度出发,考虑系统结构稳定性、功能有效性、环境承载性3方面,构建区域农业水资源配置效果评价指标体系;针对不同方面效果表现形式和量纲不同的特点,采用能值分析技术,提出各指标的统一度量方法。以郑州市农业水资源配置系统为例,计算并分析了不同农业水资源配置方案效果。【结果】对系统结构稳定性影响较大的配置措施为强化节水以及污水高度治理;对功能有效性影响较大的配置措施为污水高度治理及加大污染物削减资金投入;对环境承载性影响较大的配置措施为强化节水及加大污染物削减资金投入。【结论】通过能值量化的评价指标能够反映不同的农业水资源配置措施对系统的结构稳定性、功能有效性及环境承载性的影响,并能获得影响各方面效果最敏感的配置措施。
【Objective】The evaluation index of regional agricultural water resource allocation is constructed and the unified quantitative method of the index is developed to provide a decision support for optimal allocation of agricultural water resources.【Method】From the overall perspective of regional eco-economic system of agricultural water resources,the index system for evaluating the effect of regional agricultural water resource allocation was established by considering the system structure stability,function effectiveness and environmental carrying capacity.According to the characteristics of different forms and dimensions of the effect in different aspects,a unified measurement method for each index was proposed based on the energy method.Taking Zhengzhou agricultural water resource allocation as an example,we tested the applicability of the proposed method.【Result】The important measures of the structural stability are to strengthen water-saving measures on the water demand side and height treatment measures on the sewage treatment side.The important measures on the functional effectiveness are the high treatment measures in sewage treatment and the increasing investment measures in pollutant reduction funds.The important measures on environmental carrying capacity are water supply control measures on the water supply side,enhancing water saving measures on the water demand side and increasing investment measures on the pollutant reduction fund side.
