乡村治理中运用积分制的适用条件与关键环节分析——基于苏州农村地区的实地调查

Analysis on the Applicable Conditions and Key Links of Adopting Integral System in Rural Governance——Based on the Field Survey in Rural Areas of Suzhou

积分制是提升乡村治理能力,完善乡村治理体系的有效模式。通过实地走访苏州地区张家港市南丰镇的永联村、建农村和新德村,常熟市梅李镇的天字村、瞿巷村、寨角村和赵市村以及苏州市吴中区临湖镇的牛桥村,对各地在乡村治理的过程中运用积分制的情况进行了实际调研,系统分析了积分制运用于乡村治理的适用条件,以及积分制促进乡村治理的关键环节。调研结果表明,在积分制的适用条件方面,积分制的运行需要资金保障,积分制的落地需要文化引领,积分制的实施需要素质过硬的村干部。积分制促进乡村治理的关键环节主要包括:完善基层民主制度、构建权利义务挂钩的考核制度、加强宣传动员、创新管理模式、完善管理体系和动态调整考核机制六个方面。

The integral system is an effective model to improve the rural governance ability and improve the rural governance system. Through field visits to Yonglian village, Jiancun village and Xinde village in Nanfeng town of Zhangjiagang in Suzhou, Tianzi village, Quxiang village, Zhaijiao village and Zhaoshi village in Meili town of Changshu, and Niuqiao village in Linhu town of Wuzhong District in Suzhou, practical investigations were conducted on the application of the integral system in the process of rural governance. This paper systematically analyzes the applicable conditions of the integral system in rural governance and the key links of the integral system in rural governance. The research results show that in terms of the applicable conditions of the integral system, the operation of integral system requires financial guarantee;The implementation of integral system requires cultural guidance;The implementation of integral system requires village cadres with excellent quality. The key links of the integral system to promote rural governance mainly include: improving the grass-roots democratic system, building an assessment system linked with rights and obligations, publicity and mobilization, management mode innovation, improving the management system and dynamic adjustment of assessment indicators.
