突发公共卫生事件中的网络谣言治理研究

突发公共卫生事件中的网络谣言具有内容复杂化、传播渠道多元化以及传播速度实时化等特点,其削弱政府公信力,造成社会恐慌,给突发卫生公共事件的应对造成障碍,因此对突发公共卫生事件中网络谣言的应对与治理至关重要。但我国目前在这一问题上存在着事先规制不足、平台规制不足、惩罚力度不足等困境。为了有效治理网络谣言,我们需要强化事前事中治理、确保信息公开透明、增强信息对称公信、扩大权威知识传播、强化事后惩戒,为应对突发公共卫生事件营造良好的网络环境。

Internet rumors in public health emergencies have the characteristics of complex content, diversified communication channels and real-time communication speed, which weaken the credibility of the government and cause social panic. It is not easy to deal with public health emergencies, so it is very important to deal with and manage Internet rumors in public health emergencies. However, there are some difficulties in this issue, such as insufficient regulation in advance, insufficient platform regulation, insufficient punishment and so on. In order to effectively control Internet rumors, we need to strengthen the governance in advance, ensure the openness and transparency of information, enhance the symmetry and public trust of information, expand the dissemination of authoritative knowledge, and strengthen the punishment after the event, so as to create a good network environment for dealing with public health emergencies.
