On the Formation and Development of Xi Jinping’s Thought on Eco-civilization

迄今为止习近平生态文明思想的形成与发展过程分为如下三个阶段:萌生孕育阶段(1982-2007年)、形成确立阶段(2007-2018年)和丰富发展阶段(2018年至今)。在长达25年的地方主政实践中,习近平生态文明思想经历了一个萌发、成型与成熟的过程,其主要标志是形成了以“两(座)山”理念为核心的生态环境保护治理与绿色发展理论。担任党和国家主要领导人后,习近平关于生态环境保护治理和生态文明建设的理论与战略思考从更多是地方地域层面上升到国家全局层面,习近平生态文明思想进入其形成确立阶段。党的十九大以来,习近平生态文明思想的丰富拓展包括三种情况:一是阐释强调十八大报告、十九大报告和在全国生态环境保护大会上讲话的精神实质;二是结合全国各地实际作出更具针对性的生态文明建设战略部署,提出更加细致的生态文明建设任务要求;三是对生态文明建设实践中的新经验新情况新议题作出新概括新判断新阐释。以习近平同志为主要代表的当代中国共产党人提出并不断发展一系列原创性的生态环境议题和治国理政新理念新思想新战略,创立了习近平生态文明思想。

Xi Jinping’s thought on eco-civilization has so far experienced three stages in its forming and developing process: the conceiving stage(1982-2007), the establishing stage(2007-2018), and the enriching stage(2018-present). During his 25-year administrative practice in different places, Xi Jinping’s thought on eco-civilization into a theory of environmental protection and green development centered on the idea that “lucid waters and lush mountains are invaluable assets”. After becoming a major leader of both the CPC and the state, Xi Jinping has broadened his theoretical and strategic thinking on environmental protection and governance from local and regional sphere to the overall and national horizon, which symbolizes the establishing stage of his thought on eco-civilization. Since the 19CPC National Congress, the fruitful development of Xi Jinping’s thought on eco-civilization achieved by his elaboration on building eco-civilization has included three situations, namely, interpreting the spiritual essence of the reports of the 18and 19CPC National Congress as well as the speech at the National Environmental Protection Conference in 2018, making more targeted and detailed strategic deployment and task requirements for eco-civilization progress based on the actual situation in various places, and making new generalizations, new judgments, and new interpretations of new experiences and new issues in the practice of eco-civilization progress. The contemporary Chinese communists, mainly represented by Xi Jinping, have put forward and continuously developed a series of new ideas and strategies for environmental issues and state governance, creating the Xi Jinping Thought on Eco-Civilization.
