摘要
本文通过对新冠肺炎疫情防控的连续性观察,发现社会组织参与应急管理呈现出一些新特点:反应灵敏和服务多样的优势进一步凸显,“社社协同”机制迭代升级,线上服务和技术创新成为亮点。研究分析表明,社会组织在现代化应急管理体系中的地位有所提升,但仍存在一些亟待改进的问题:政社协同机制仍需创新、“社社协同”需要长效机制、社会组织需强化自我发展机制、智慧协作缺乏统筹机制等。本文认为,要通过以制度供给确立权责机制、以效能导向完善政社协同机制、以“各得其所”落实激励机制、以智慧化赋能“社社协同”机制等途径,创新社会组织参与应急管理机制。
This paper analyses emerging features of social organisations'participation in emergency management in light of continuous observation of COVID-19 countermeasures,including capable of quick response and diverse services,upgrading social synergy mechanisms,along with internet-based services and technology innovation.The case study demonstrates that,inadequacies of social organisations'engaging mechanisms in emergency management remain,despite rising weight of social organizations in the modern emergency management system has been observed.The main deficiencies are as follow:the scarcity of mechanism innovation in the government-society collaboration,the absence of pivotal organisation for social collaboration,the insufficient empowerment of social organizations and volunteer services,and the neglect of collaboration mechanisms by intelligentization.This paper argues that,improving institutional supply to resolve legality problems;constructing efficiency-oriented government-society collaboration mechanisms;optimizing appropriate incentive mechanisms and advancing social collaboration mechanisms by intelligentization.
