A Study on the Improving Mechanism of the Execution of Intra-Party Regulations from the Perspective of Modernization of Governance Capacity

国家治理能力现代化是一个国家的制度及其执行能力的综合体现,而制度执行力是重要方面。作为执政党,中国共产党党内法规执行力如何关系到国家治理的成效。党的十八大以来,党内法规执行力不断加强,有效地促进了国家治理。提升党内法规执行力,不仅要从价值理性上进行分析界定,对其理论和系统进行逻辑框定,而且还要在对党内法规执行现状进行分析的基础上,对提升党内法规执行力的有效机制进行科学设定,从而更好地促进国家治理。

The modernization of national governance capacity is a comprehensive reflection of a country’s system and its execution capacity. And the execution capacity of the system is an important aspect. As the ruling party, the enforcement force of intra-party laws and regulations relates to the effectiveness of national governance. Since the 18th National Congress of the Communist Party of China, the continuous strengthening of the implementation of laws and regulations of the party has effectively promoted national governance. To improve the enforcement power of intra-party regulations, we must not only analyze and define value rationality, and logically frame their theories and systems, but also on the basis of analyzing the current situation of intra-party regulations implementation, to improve the implementation of intra-party regulations. The effective mechanism is scientifically set, so as to better promote national governance.
