智慧警务概念内生于公安系统的信息化建设实践,先是作为政策性术语和学术术语存在于官方文本和学理著作中,后被地方立法采用而成为立法用语。智慧警务概念的语义范围被各式官方文本所圈定,指向依托大数据、人工智能等新型信息技术实现海量数据收集、分析与应用,并在此基础上实现治安管理与刑事侦查等警务工作的自动化与智能化实施。智慧警务概念蕴含着警察权的革新方向,即以数据处理为权力行使基础、以人机交互为权力行使方式、以法律规范与算法规则为权力行使依据。

The concept of intelligent police was born from the practice of information construction of the public security system.It was first used as a policy term and academic term in official texts and scientific works,and then was adopted by local legislation and became a legislative term.The semantic scope of the concept of intelligent police is defined by various official texts,which points to the realization of massive data collection,analysis and application based on new information technologies such as big data and artificial intelligence,and on this basis,the automation and intelligent implementation of police work such as public security management and criminal investigation.The concept of intelligent police contains the innovation direction of police power,namely,data processing as the basis of power exercise,human-computer interaction as the way of power exercise,legal norms and algorithm rules as the basis of power exercise.
