治理现代化背景下皖北乡村民生治理效率评价及优化

Evaluation and Optimization of Rural Livelihood Governance Efficiency in Northern Anhui Province Under the Background of Governance Modernization

民生治理效率作为民生治理能力的重要体现,对其的评价及优化至关重要。为了更加准确、科学地评价和优化皖北乡村民生治理效率,在乡村基层群众获得感视角下,基于国家治理现代化战略导向,本研究设计了包含社会保障和就业、教育、卫生健康3个方面的问卷指标体系,并对安徽省16个城市的1407位乡村居民进行了问卷调查。经过指标降维,构建了民生效率投入-产出指标体系,综合运用DEA数据包络模型以及熵权法获得皖北各个城市乡村的民生治理效率的评价结果。整体来看皖北民生治理效率较好,优于安徽省平均水平。运用Tobit回归模型探究乡村民生效率的影响因素,从因地制宜、乡镇合并、多元共治、乡村人口市民化4个方面提出了创新优化建议。本研究构建了一种基于数据驱动的乡村民生治理效率评价及优化流程方法,以期对皖北乡村建设和该领域的研究有所贡献。

The efficiency of livelihood governance is an important manifestation of livelihood governance ability,and its evaluation and optimization are crucial.In order to evaluate and optimize the efficiency of livelihood governance in rural areas of north Anhui,a questionnaire index system was designed,including social security and employment,education and health based on the national governance modernization strategy,and a survey was conducted on 1407 rural residents in 16 cities of Anhui Province.After the dimensionality reduction of indicators,the input-output index system of livelihood efficiency was constructed,and the evaluation results of livelihood governance efficiency were obtained by using DEA data envelopment model and entropy weight method.The Tobit regression model was used to investigate the factors influencing the efficiency of rural livelihoods,and innovative suggestions were provided in four aspects:localization,township consolidation,multiple governance,and urbanization of rural population.The study constructs a data-driven method for evaluating and optimizing the efficiency of rural livelihood governance in order to contribute to the construction of the rural areas in north Anhui and the research in this field.
