This article represents a sum-up of common incentive practices in scientific research institutions for their researchers,with a review of the general evaluation and incentive mechanism for scientific researchers at home and abroad,gives an analysis of the necessity of evaluation and incentive in military scientific institutions and states some shortcomings concerning the current mechanism.The author highlights the principles that should be adhered to in the construction of evaluation and incentive mechanism,and proposes some relevant countermeasures and suggestions,in the hope of providing guidance and insights to building the effective mechanism.
