基层治理的实践与创新路径研究

Research on the Practice and Innovation Path of Grassroots Governance

自我国国家治理体系和治理能力现代化建设目标提出以来,基层治理作为社会治理的核心和重心,作为调适稳定基层社会的重要手段,在国家治理体系和治理能力建设中的作用和地位越发凸显。各地方通过政府职能转变、党建引领覆盖、整合条块机制、拓展多元参与等方面的探索,实现基层治理的优化与创新。尽管如此,与社会发展转型和人民群众现实需要相比,基层治理的创新实践程度仍有差距。建议以理念深化、党建引领、政社同构、工具创新为路径,实现基层治理的再深化、再创新,推动基层社会秩序与活力“双增”目标的实现,推动社会治理、国家治理不断向前发展。

Since the goal of modernization of China’s national governance system and management ability was put forward, the grassroots governance, as the core and emphasis of the social governance, and as the important measure of adjusting and stabilizing the grassroots society, have more and more prominent function and position in the national governance system and management ability construction.Through the exploration in various aspects, such as the transformation of government function, the guidance and coverage of party building, the integration of the block mechanism, and the expansion of multiple participation, local governments try to realize the optimization and innovation of grassroots governance.However, compared with the transformation of social development and the practical need of the people, there still exists a gap in the degree of innovation and practice of grassroots governance.Taking the path of concept deepening, party building guidance, integration of politics and society, and tool innovation, we may realize further deepening and innovation of grassroots governance, promote the realization of the goal of the “double increase” of social order and vitality at the grassroots society, and promote the continuous development of social governance and national governance.
