Research Focus on High-Quality Development of Soil and Water Conservation in the Loess Plateau

摘要 黄土高原水土保持是黄河流域生态保护和高质量发展的重要内容和基础保障之一。经过几十年长期治理,黄土高原水土保持工作取得了很大成效,但目前水土流失面积依然很大,而且存在分布上相对零散、重力侵蚀和坡面侵蚀并重、极端降雨事件后果严重等问题,在治理理论、技术和途径方面提出了新的问题和挑战;同时,水土保持已经在土壤保护、山区发展和江河治理等传统功能的基础上,发展成为推动生态文明建设、乡村振兴和黄河流域生态保护和高质量发展重大国家战略实施的重要举措。系统分析了不同层面水土保持的任务和问题,从水土保持基础理论与技术研究、黄土高原水土保持与水沙调控、水土保持数字化与智慧化和黄土高原水土保持与社会服务等四个方面,提出了需要加强研究的重点问题,供水土保持研究和管理同仁讨论和参考。 The soil and water conservation of the Loess Plateau is important content and one of the fundamental guarantees in the implementation of the national strategies for regional development on ecological conservation and high-quality development of the Yellow River basin.After dec-ades of long-term control,the work of soil and water conservation on the Loess Plateau has achieved great results.However,up to 230000 km2 of land is still affected by soil erosion.Moreover,there are some problems,such as relatively scattered distribution,equal emphasis on gravity erosion and slope erosion,and serious consequences of extreme rainfall events.New issues and challenges are raised in treatment the-ory,technology and approach.On the other hand,soil and water conservation,on the basis of traditional functions such as soil protection,mountain development and river control,has become an important measure to promote the construction of ecological civilization,rural revital-ization and the major national strategy of ecological conservation and high-quality development in the Yellow River basin.The paper systemat-ically analyzed the tasks and issues of soil and water conservation at different levels.It put forward the key issues that need to be strengthened from the four aspects of the basic theory and technology research of soil and water conservation,soil and water conservation and water sedi-ment regulation on the Loess Plateau,digitalization and wisdom of soil and water conservation and soil and water conservation and social serv-ices on the Loess Plateau for discussion and reference by colleagues.
