非试点城市垃圾分类政策制定逻辑分析——以镇江市为例

垃圾分类是“双碳”战略的重要环节,是城市治理的重要议题。除了全国46个垃圾分类试点城市,各非试点城市也纷纷出台垃圾分类政策。以镇江市为例探索非试点城市生活垃圾政策制定逻辑。对镇江市垃圾分类政策进行梳理,分析政策制定的逻辑,即抓垃圾分类中的主要矛盾、政策目标具有融通性以及政策工具以社会参与型为主。针对非试点城市垃圾分类政策,建议应重点突出、目标互通、政策工具组合恰当,以期政策取得显著成效。

Waste separation is an important part of the"double carbon"strategy and an important issue in urban governance.In addition to the 46 pilot cities of waste separation,non-pilot cities have also introduced waste separation policies.Zhenjiang City is taken as an example to explore the logic of domestic waste policy formulation in non-pilot cities.Firstly,analyze the logic of waste separation policy in Zhenjiang,that is,to grasp the main contradictions in waste classification,the compatibility of policy objectives and the main policy tools are social participation.Finally,suggestions are made for the policy of waste separation in non-pilot cities,which should be focused,with interoperable goals and an appropriate combination of policy tools,in order to achieve significant results.
