湖南省县域农业农村信息化发展现状研究

Study on the Current Situation of County-Level Agricultural and Rural Informatization Development in Hunan Province

为深入贯彻落实党中央、国务院关于实施数字乡村发展战略的重大决策部署,建立农业农村信息化发展水平监测评价机制,湖南省部署开展了湖南省县域农业农村信息化发展水平评价工作,参照全国县域农业农村信息化发展水平评价指标体系对全省121个涉农县(市、区)进行数据采集分析,并形成了相应的评价报告。根据有效样本进行综合测算发现,2020年湖南省县域农业农村信息化发展总体水平为44.5%,高于全国总体水平,发展水平较好。在评价报告的基础上对湖南省县域农业农村信息化发展现状进行分析,总结了主要存在的对农业农村信息化发展重视不够、农业农村信息化基础支撑不足、农业生产经营信息化程度不高、农村电子商务带动农产品销售能力不强等问题,并针对这些问题提出了强化政策保障、优化农业农村信息化发展环境,强化基础支撑、深入实施农业农村新基建行动,强化示范引领、打造农业农村数字化应用场景,强化体系建设、大力培育和发展农村电子商务等建议。

In order to thoroughly implement the major decisions and arrangements of the Communist Party of China Central Committee and the State Council on the implementation of the digital village development strategy and establish a monitoring and evaluation mechanism for the development level of agricultural and rural informatization,Hunan Province deployed and carried out the evaluation work of county-level agricultural and rural informatization development level in Hunan Province.With reference to the national evaluation indicator system for the development level of county-level agricultural and rural informatization,data were collected from 121 agriculture-related counties(cities and districts)in the province,and the evaluation report was formed.According to the comprehensive calculation of effective samples,the overall level of county-level agricultural and rural informatization development in Hunan Province in 2020 was 44.5%and higher than that of the country,indicating that the development level of Hunan Province was good.Based on the evaluation report,this study analyzed the current situation of county-level agricultural and rural informatization development in Hunan Province,andsummarized the main problems such as the insufficient attention paid to the development of agricultural and rural informatization,insufficientbasic support for agricultural and rural informatization,low degree of agricultural production and operation informatization,and weak abilityof rural e-commerce to drive agricultural product sales.In view of these problems,the study put forward some suggestions:to strengthen policy guarantee,and optimize agricultural and rural informatization development environment;to strengthen basic support,and thoroughly implement new agricultural and rural infrastructure construction actions;to strengthen exemplary guidance,and create digital application scenarios in agriculture and rural areas;to strengthen system construction,and vigorously cultivate and develop rural e-commerce.
