环境风险管控视角的污染工业地块更新策略研究

摘要 由于我国当前环境管理和规划编制在实施流程上的相对独立,导致不少污染工业地块由于过高或难以预估的经济或时间成本难以流转。研究依托上海某污染工业地块转型开发项目,尝试将土壤污染现状作为用地性质选择的参考因素,从修复工程成本和开发收益两个角度对地块不同开发利用方式进行了对比供项目方参考。结果表明,将土壤环境质量数据纳入用地规划设计的参考因素中,能够较好地平衡土地开发与环境保护,明显降低修复工程的时间和经济成本。同时基于该模式与先行管理流程的不同,研究也提出了对应的管理调整措施。 With regard to the polluted land,the environment control and reuse plan are relatively independent in current implementation in our country.Some polluted industrial sites are difficult in circulation due to high or unpredictable economic and time cost.This research is trying to consider the soil pollution situation as a reference factor in land usage choice based on experiences in one polluted industrial land transformation and development project in Shanghai.This research will also provide some contrast of different land development and utilization models from perspective of the restoration cost and exploration benefit.As the research shows,once the soil environment quality data is taken in account as reference factor in land usage planning and design,the land exploration and environment protection can be well balanced,and at the same time,the time and economic cost of restoration engineering can be reduced substantially.The research will also propose some control measures adjustments based on the different control process between this new model and the practice currently in place.
