政策工具视角下省域幼小衔接攻坚方案研究——基于对27份省级政策文本的分析 被引量:7

On the Tackling Programme of Provincial EYFS to Primary Schools Transition from the Perspective of Policy Tools——On the Basis of an Analysis of 27 Provincial Policy Texts

摘要 推进幼儿园与小学科学衔接是基础教育高质量发展的重要任务,而省域幼小衔接攻坚方案的实施则是有效执行该任务的强力保障。以政策工具为研究视角,基于政策工具和内容要素的二维分析框架,运用内容分析法对27份省级政策文本进行统计、编码与分析。研究发现:在省域幼小衔接攻坚方案中,政策工具的使用比例失衡、系统组合程度较低;政策注意力分布不均,施策主体协同乏力;政策文本高度同质,评价机制亟待完善。为了保障省域幼小衔接攻坚方案的执行效力,可从几个方面进行调适:均衡政策工具比例,优化政策工具配置;构建多方联动体系,健全配套支持政策;倡导各地探索创新,健全科学评价机制。 Promoting the scientific transition from Early Years Foundation Stage(EYFS) to primary schools is an important task for the high-quality development of basic education,and the implementation of the tackling programme is a strong guarantee for the effective implementation of this task.Taking policy tools as a research perspective,27 provincial policy texts were counted,coded and analyzed by a content analysis based on a twodimensional analysis framework of policy tools and content elements.The study found that:the use of policy tools in the tackling programme is unbalanced,and the degree of systematic combination is low;the distribution of policy attention is uneven,and the synergy of policy actors is weak;the policy texts are highly homogeneous,and the evaluation mechanism needs to be improved urgently.In this regard,adjustments can be made in terms of balancing the proportion of policy tools and optimizing their allocation;building a multi-party linkage system and improving supporting policies;advocating local exploration and innovation,and strengthening scientific evaluation guidance,so as to guarantee the effective implementation of the tackling programme.
