新形势下档案数据协同治理实现路径探析

Exploring the Path of Collaborative Governance of Archival Data in the New Situation

在加快档案数字化转型、全面推进档案治理体系和治理能力现代化的新形势下,档案数据呈现出海量化、复杂化的特点,通过档案数据协同治理有利于释放档案数据价值潜能,促进档案资源开发,提升善治效能。但当前档案数据协同治理面临着顶层设计缺失,制度体系不完善;主体协同意识不强,职责权属待优化;档案数据资源分散,数据规模庞大的困境。因此,从强化档案数据协同治理顶层规划、增强档案数据协同治理意识、积极探索档案数据治理新技术三个方面提出实现路径,以提升档案数据治理能力,充分发挥档案赋能社会发展的作用。

Under the new situation of accelerating the digital transformation of archives and comprehensively promoting the modernization of archival governance system and governance capacity,archival data features increasing high volume and complexity.The collaborative governance of archival data is beneficial to release the value potential of archival data,promote the development of archival resources,and improve the efficiency of archival governance.However,it is currently facing dilemmas:lack of top-level design and imperfect institutional system;entities’weak awareness of collaboration and imperfect responsibility and power system;fragmented archival data resources and huge data scale.Therefore,the solutions are proposed in three aspects:strengthening the top-level planning of archival data collaborative governance,enhancing the awareness of archival data collaborative governance,and actively exploring new technologies of archival data governance,so as to improve the capacity of archival data governance and give full play to the role of archives in empowering social development.
