面向疫情防控的健康档案信息应急保障能力体系建设

The Development of Health Records Information Emergency Support Capability System for Epidemic Prevention and Control

健康档案信息应急保障能力体系的建设是档案事业参与疫情防控、服务突发公共卫生事件应急管理的迫切要求。文章从健康档案信息资源建设、开发、供给和利用的视角出发,剖析了健康档案信息应急保障能力体系的组成结构,解析其运行机理。据此,文章提出了完善应急保障能力体系理论支撑、深度培育子能力、推动能力体系与疫情防控全程深度融合的建设路径,以此为档案事业融入疫情防控下的社会治理提供参考。

It is an urgent requirement for archival institutions to participate in the prevention and control of epidemics and cope with the emergent management of public health emergencies by developing health records information emergency support capability system.This paper starts from the perspectives of resource development,supply and utilization of health records information,analyzes the constitution of health records information emergency support capability system and its operating mechanism.On this basis,this paper puts forward the development path of improving the theoretical support of emergency support capability system,cultivating sub-capabilities,and promoting the deep integration of the capability system and epidemic prevention and control,so as to provide reference for the integration of archival management into the social governance involving epidemics prevention and control.
