语言学视角下的规划、分区及分区代码研究

A STUDY ON PLANNING, ZONING, AND ZONING CODES FROM THE PERSPECTIVE OF LINGUISTICS

我国控制性详细规划使用的用地代码与美国区划(zoning)的分区代码都是土地利用图上的语符,两者形式相似,但内涵差异较大,又经常被混淆。本文基于语言学与加顿伯格的规划语言学视角,解释规划行为与分区行为的深层逻辑,具体辨析用地代码与分区代码的内涵差异,揭示用地分类代码固有的矛盾、困难和问题,并主要结合美国分区代码体系的发展与演变经验,从分区代码体系的构成与内涵上阐述分区的内在技术逻辑。分区代码体系是分区结果的语言形式,也是分区和分区规则的结合体。建议通过深化分区内涵,完善代码的语言规定功能,在国土空间规划的背景下,建立以用途分区为核心的管制体系以及可拓展的分区代码语言体系,实现从地块管制到分区管制的技术转变。

The land use code used in regulatory detailed plan in China and the zoning code of the US are both symbols on the land use map.The two forms are similar,but their meanings are different and easy to be confused.Based on linguistics and Guttenberg’s planning linguistics perspective,this paper explains the deep logic of planning and zoning,analyzes differences in the meaning between the land use code and the zoning code,reveals the inherent contradictions,difficulties,and problems of the land use code.Combining the development and evolution experience of American zoning code system,this paper expounds the internal technical logic of the zoning code system from the composition and meaning of the zoning code system.Zoning code system is the linguistic form of zoning result and the combination of zoning and zoning rule.It is advisable to deepen the connotation of zoning,improve the prescriptive function of the land use code,establish the regulation system centered on the land use zoning and an extensible linguistic system of zoning code under the background of spatial planning,so as to realize the technical transformation from plot regulation to zoning regulation.
