话语到话语权的转化逻辑与中国话语权的深化路径

The Study on Transformation from Discourse to Discourse Power and the Path to Promotion of China’s Discourse Power

话语权问题在激烈的国际博弈中格外凸显,围绕话语的建构与解构的斗争亦相当尖锐。话语权具有话语权利和话语权力双重内涵,对一个国家的利益扩展起到十分关键的作用。从话语到话语权的转化遵循一定的逻辑,包括话语吸引力的增强、话语设定力的塑造、话语对外穿透力的强化,从而建构和深化新的话语权。相较西方,中国话语尚处于弱势,话语权与自身的总体实力还不匹配,中国话语权塑造面临诸多挑战。未来应从治理实践出发,把文化自信转化为话语自信,将发展优势转化为话语优势,深化中国话语权的提升路径,扩大中国话语在国际体系中的地位和影响力,从而增强中国话语权,服务国家利益。

This paper examines the intrinsic link between discourse and discourse power. In the fierce international game, the issue of discourse is particularly prominent, and the struggle over the construction and deconstruction of discourse is quite sharp. Discourse power contains the dual discourse connotation of power and rights, and it thus plays a key role in the expansion of the interests of a country. The transformation from discourse to discourse power follows certain logic, including the enhancement of discourse attractiveness, the shaping of discourse setting power, and the strengthening of discourse penetration, so as to construct and deepen new discourse power. Compared with the advantages of the West over the power of discourse, China’s discourse remains around a weak and defensive position and the shaping of China’s right to speak is faced with many problems and challenges. The path of transformation for China’s international discourse power should enhance international discourse power on the basis of the practice of governance,which is conducive to enhancing China’s discourse status and expanding influence in the international system.
