社区警务服务职能边界问题是社区警务的重要内容,反映了服务职能与社区警务现代化的张力问题,同时其也成为困扰理论界和实务界的时代命题。以组织社会学为切入,通过H省警务实践的实地调研,从历史和现实两个维度,深入探讨社区警务服务职能边界的生成问题。从历史演变的角度看,社区警务服务职能边界生成是历史变迁的结果;从现实实践逻辑上看,社区警务服务职能边界生成是组织内外因素共同作用的结果。解决社区警务服务职能边界问题,需要将警务服务纳入到动态的制度化过程之中,在树立“以人民为中心”理念基础上,既要加强社区警务职业化,也要加强社区警务社会化。

The problem of functional boundary of community policing service is an important content of community policing,which reflects the tension between service function and community policing modernization,and has increasingly become an era proposition perplexing the theoretical and practical fields.Starting with organizational sociology and through the field investigation of police practice in H Province,this paper deeply analyzes the generation of community police service function boundary from two dimensions of history and reality.It is found that from the perspective of historical evolution,the formation of community policing service functional boundary is the result of historical changes.From the perspective of practical logic,the generation of community policing service functional boundary is the result of the joint action of internal and external factors of the organization.To solve the problem of the functional boundary of community policing service,it is necessary to integrate policing service into the dynamic institutionalization process.On the basis of establishing the concept of “people-centered”,on the one hand,it should strengthen the professionalization and the socialization of community policing.
