Development status,problems and suggestions of modern coal chemical industry

从产业规模、技术与装置水平和带动作用等方面,系统总结了我国现代煤化工技术和产业发展现状。分析了“十四五”期间我国现代煤化工产业发展存在和面临的缺乏扶持政策、顶层设计,规划不够明晰,产品结构和能源转化效率有待优化等问题和挑战。认为应站在战略高度认识现代煤化工产业发展的意义,从产业链、供应链、创新链角度出发,深入研究和探讨了我国现代煤化工高端化、多元化和低碳化发展的产业布局和发展路径。指出应差异化发展石油化工难以生产或生产成本较高的特有产品,深化现代煤化工与石油化工、天然气化工、生物化工等产业的耦合发展,生产高固碳能力的煤基碳素新材料等。提出应进一步明晰现代煤化工产业发展方向和重点项目布局规划、多措并举地支持现代煤化工走节能减碳发展道路、加强原创性引领性科技攻关等针对性对策建议。

The development status of modern coal chemical technology and industry in China is systematically summarized from the aspects of industrial scale,technical level,unit operation level and driving role.The problems and challenges existed in faced by the development of modern coal chemical industry in China during the 14th Five Year Plan period are analyzed,such as lacking of industrial support policies,fuzzy top-level design and planning,product structure and resource utilization efficiency needed to be optimized.It is believed that the significance of the development of modern coal chemical industry should be recognized from the strategic height,and the industrial layout and development path of high-end,diversified and low-carbon development of modern coal chemical industry in China should be deeply studied and discussed from the perspectives of industrial chain,supply chain and innovation chain.It is pointed out that it is necessary to develop special products that are difficult for petrochemical industry to produce or have high production costs,deepen the coupling development of modern coal chemical industry with petrochemical industry,natural gas chemical industry,biochemical industry and other industries,and produce new coal based carbon materials with high carbon fixation capacity.Some targeted countermeasures and suggestions were put forward that the development direction of modern coal chemical industry and the layout planning of key projects should be further clarified,and multiple measures should be taken simultaneously to support modern coal chemical industry to take the development path of energy saving and carbon reduction,and original and leading scientific and technological breakthroughs should be strengthened.
