基于党建引领的城市社区治理研究——以杭州紫阳街道实践为例

Research on Urban Community Governance Basedon the Leadership of Party Building——Taking the Practice of Ziyang Street in Hangzhou as an Example

社区是城市治理的基本单元,也是关系国计民生的重要领域。作为社区有效治理的现实需求,党建引领能否与社区治理进行有效衔接,是推动社区治理改革、完善社区治理体系、提升社区治理水平的关键所在,对有效促进社区治理精细化、科学化、组织化有着至关重要的作用。本文研究杭州紫阳街道社区治理的成功模式——构建党建引领社区、物业、业委会三方协同治理的“业联体”模式,为社区治理提供了一套可复制的治理路径。

Community is the basic unit of urban governance and an important area related to the national economy and people’s livelihood.As a practical need for effective community governance,whether the leadership of party building can be effectively connected with community governance is the key to promoting community governance reform,improving the community governance system,and improving the level of community governance.Taking the practice of Ziyang Street in Hangzhou as an example,this paper aims to study how community governance can explore a new governance path suitable for urban development under the guidance of party building.The successful model of community governance in Ziyang Street,Hangzhou,the object of this study,is to build an“industry consortium”model in which the party building leads the collaborative governance of the community,the property and the industry committee,and provides a set of replicable governance paths for community governance.
