引导+服务:县级融媒体参与基层社会治理的创新模式——基于吉林省M市融媒体中心的调研

Guidance+Service:An Innovative Model for County Level Convergence Media to Participate in Grassroots So-cial Governance:Based on the Investigation of M City Convergence Media Center in Jilin Province

县级融媒体参与基层社会治理是信息化社会发展的必然趋势,其独特优势有效促进了基层社会治理创新。通过理论分析和实地调研,确定县级融媒体参与基层社会治理的基本问题和分析框架。研究发现:县级融媒体中心建设已经在全国基本实现并初见成效,然而大多数的县级融媒体中心在参与基层社会治理方面仍处于起步阶段,亟待探讨县级融媒体参与基层社会治理的创新模式以强化引导功能和服务功能。尝试将其创新模式放置到“引导+服务”这一大的分析框架中,从“引导+”“服务+”以及引导与服务互动关系的角度切入治理模式,在目标设定、机制建立、角色定位、路径优化的模式构建中实现县级融媒体媒介与治理的双重逻辑契合。

It is an inevitable trend for county level convergence media to participate in grassroots social governance.The unique advantages of county level convergence media effectively promote the innovation of grassroots social gover-nance.Through theoretical analysis and field research,the basic problems and analysis framework of county level conver-gence media to participate in grassroots social governance are determined.The research finds that the construction of county level convergence media centers has been basically realized and achieved initial results in the whole country.However,most county level convergence media centers are still in the initial stage of participating in grassroots social governance.It is ur-gent to explore the innovative model for county level convergence media to participate in grassroots social governance to strengthen the guiding function and service function.Trying to place the innovation model within the big analysis frame-work of“guide+service”,build governance model from the perspective of“guide+”“service+”and the interaction between guidance and service,and realize the double logic combination of media and governance of county level convergence media in the mode building of goal setting,mechanism establishment,role positioning and path optimization.
