摘要
生态环境导向的开发模式是“绿色成为普遍形态”这一国家新发展理念的直接体现,其经历了从“绿色理念”到“模式践行”的政策变迁,强调多元主体的协同共生、生态体系的和谐共生。石柱县实施森林工程,重构地方经济社会发展的生态基底,并在产业生态化的引领下,搭建大康养产业框架体系,进一步在把握政府与市场之间的“度”下推动产业有效“落地”,为生态良好的边缘型城市的综合开发提供了实践和借鉴。
Ecology-oriented development model is a clear manifestation of the new concept of national development,i.e.“go-green is a prevailing mode”.It has experienced the change from“green concept”to“model application”in policy,emphasizing the collaborative symbiosis of multiple subjects and the harmonious coexistence of ecological system.Shizhu County implements the project of afforestation and reconstructs an ecological base for local social-economic development.It builds the large-scale health care industry system under the guidance of industrial ecology,and further promotes effective operation of industry with a good balance between government and market.That practice provides reference for marginal cities with healthy ecosystems in their comprehensive development.
