发展合作视阈下中国发展中国家地位:争论、影响与因应

China’s Developing Country Status in the Context of Development Cooperation:Debate, Implication and Response

关于中国发展中国家地位的争论在21世纪初从经贸领域逐渐向发展合作领域蔓延,具体表现为中国在发展合作领域的身份转换和美欧国家对中国对外援助的态度转变。发展合作视阈下中国发展中国家地位的争论是多重因素交叉作用的结果,这对中国对外援助和国际发展合作带来了影响和挑战。今后一个时期内,中国仍是最大的发展中国家,中国对外援助仍是南南合作框架下的相互帮助,中国应在坚持发展中国家定位和南南合作的前提下,主动承担相应的大国责任,稳步增加援助规模,并在构建国际发展合作理论和叙事话语等方面预做准备。

The debate on China’s status as a developing country gradually spread from the economic and trade fields to the development cooperation field at the beginning of the 21st century, which can be seen in the transformation of China’s identity in the development cooperation sector and the shift of US and European countries’ attitudes toward China’s foreign aid. The debate is the result of multiple factors, which brings great influence and challenge to China’s foreign aid and international development cooperation. For a period of time from now on, China will remain the largest developing country in the world and its foreign aid still features mutual assistance under the framework of South-South cooperation. On the premise of adhering to its position as a developing country and principles of South-South cooperation, China should take the initiative to shoulder the corresponding responsibility as a major power, steadily increase the scale of its assistance to foreign countries and make preparations for the construction of theories and narratives of international development cooperation.
