我国电子处方流转现状及对策

Current Situation and Countermeasures of Electronic Prescription Circulation in China

目的 基于新医药卫生体制改革政策的推行和电子处方的迅速发展,在“互联网+”背景下,探索并建立符合国情的电子处方流转平台。方法 梳理国家层面和地方政府相关部门关于电子处方的政策文件,采用文献法分析我国电子处方流转及平台运转的现状,分析处方流转存在的问题,并提出相应建议与对策。结果 我国电子处方仍处于试点试验阶段,2017年至2021年,全国16个省市推进电子处方试点,如成都、梧州、甘肃等地的电子处方流转服务模式都具有智能便捷、线上诊疗、统一电子处方处理等特点,但尚未建立全国统一的电子处方流转体系。医院及药店都有各自的电子处方审核、监督体系,但审核模式和医保对接仍存在漏洞。结论 我国亟待建立统一的电子处方流转平台,加强电子处方的审核与监管力度。通过发布相关的权威性政策,提升医师与药学服务人员的职业素养,实现医保支付方式的统一管理等,以提高相关部门的工作效率及患者就医的便利性和可及性。

Objective To explore and establish an electronic prescription circulation platform suitable for the national conditionsbased on the implementation of the new medical and healthcare system reform and the rapid development of electronic prescription,under the background of ″Internet +″.Methods The policies and documents related to the electronic prescription issued by thenational departments and the local governments were sort out. The documentary analysis was used to analyze the current situationof electronic prescription circulation,platform operation,and the existing problems of prescription circulation in China. The corresponding suggestions and countermeasures were put forward.Results The electronic prescription in China was still at the pilotstage. From 2017 to 2021,nearly 16 provinces and municipalities across the country had implemented the electronic prescriptionpilot. For example,the patterns of electronic prescription circulation service in Chengdu,Wuzhou,Gansu and other places had thecharacteristics of intelligence,convenience,online diagnosis and treatment,unified electronic prescription audit. However,a nationalunified electronic prescription circulation system had not been established. Hospitals and pharmacies had their own electronicprescription audit and supervision systems,but there were still problems in the connection between the audit pattern and themedical insurance.Conclusion We should establish a unified electronic prescription circulation platform urgently in China,andstrengthen the audit and supervision of electronic prescriptions. Through issuing the related authoritative policies,improving theprofessional quality of physicians and pharmacists who carried out the pharmaceutical care,and realizing the unified management ofmedical insurance payment methods,we can improve the work efficiency of related departments and the convenience andaccessibility of patients.
