基层环境政策"一刀切"执行逻辑与改进策略--以禁养区政策执行为例

"One-Size-Fits-All" Implementation Logic and Improvement Strategy of Grassroots Environmental Policy:Taking Implementation of the Policy of No-Raise Zone as an Example

禁养区政策执行中的"一刀切"现象表现出的政策执行偏差,严重影响了环境政策治理效果。依据史密斯政策执行模型分析框架,明确政策自身缺陷、政策执行主体复杂性、对目标群体重视不足以及政策环境因素的限制,导致了环境政策执行"一刀切"现象。通过完善理想化政策、改进政策执行机构、推动目标群体及改善政策环境等4个方面,提高基层政府环境政策执行力,促进环境治理政策目标实现。

The "one-size-fits-all" phenomenon in the policy implementation of the no-raise zone shows the deviation of policy implementation,which seriously affects the effect of environmental policy governance.According to the analysis framework of T.B.Smith’s policy implementation model,it is clear that the policy’s defects,the complexity of policy implementation subjects,the lack of attention to target groups and the limitations of policy environmental factors have led to the phenomenon of "one-size-fits-all" in the implementation of environmental protection policies.By improving the idealized policy,improving the policy implementing agency,promoting the target group and improving the policy environment,the local government’s environmental policy implementation capacity will be improved,and the environmental governance policy objectives will be promoted.
