农村中心工作缘何走向"泛化"?--基于安徽省L市H镇的个案研究

Why Does Rural Central Work Move Towards"Generalization"?:A Case Study Based of H Town in L City in Anhui Province

中心工作贯穿于农村工作的各个方面,对于观察和理解乡镇政权和农村治理运转的基本特征和内生逻辑均具有重要意义。本文通过对安徽省L市H镇的个案分析发现,当下的农村工作出现了"泛化"趋势,导致了制约治理效能提升、过度动员与行政趋向、过于依赖非正式资源、乡村干部高负荷运转和策略主义盛行等问题。从科层局限与治理有效、党政体制与使命践行、国家意志与社会整合多个视角对农村工作走向泛化的原因做出了解释,要走出中心工作泛化的困境,必须着眼于合理整合行政权力、提升基层自主能力和激活乡村社会活力等多个方面。

The central work runs through all aspects of rural work,which is of great significance for observing and understanding the basic characteristics and endogenous logic of township political power and rural governance.Through the case analysis of H town in L city in Anhui province,this paper found that the current rural work had a "generalization" trend,which led to problems such as restricting the improvement of governance efficiency,excessive mobilization and administrative trend,over reliance on informal resources,high load operation of rural cadres and the prevalence of strategism.Then this paper explained the reasons for the generalization of rural work from the perspectives of bureaucratic limitations and effective governance,the practice of Party and government system and mission, national will and social integration.In order to get out of the dilemma of the generalization of central work,it is necessary to focus on the rational integration of administrative power,the improvement of grass-roots autonomy and the activation of rural social vitality.
