摘要
对2015—2021年黑龙江煤矿事故整体特征、煤矿产权类型、事故成因及事故发生时间段进行分析,为提升煤矿安全生产水平提供支撑。结果表明:黑龙江省煤矿安全生产形势呈好转趋势;重大、特大事故基本消除,一般、较大事故还需加大治理力度;瓦斯、顶板和运输事故为今后防治重点;换季与法定节假日前后容易发生事故。结合事故整体特点,确定调整产业结构、完善应急救援体系和提高安全管理水平为黑龙江煤矿企业提升安全生产水平的基础。
The overall characteristics of coal mine accidents in Heilongjiang Province from 2015 to 2021,the types of coal mine property rights,the causes of accidents and the time period of accidents were analyzed to provide support for improving the level of coal mine safety production.The results showed that the coal mine safety production situation in Heilongjiang Province showed an improvement trend.Major and extraordinarily serious accidents are basically eliminated,and general and large accidents need to be strengthened.Gas,roof and transport accidents are the focus of future prevention and control.Season change and statutory holidays are prone to accidents.Combined with the overall characteristics of the accident,it is determined to adjust the industrial structure,improve the emergency rescue system and improve the safety management level as the basis for Heilongjiang coal mine enterprises to improve the safety production level.
