Environmental Regulation, Technological Innovation and High-quality Development of Marine Economy

文章基于2007—2016年中国沿海11个省份的面板数据,实证分析了海洋环境规制对海洋经济高质量发展的影响,并考察了海洋科技创新的中介效应。研究发现:海洋环境规制对海洋经济高质量发展的影响呈“U”型变化趋势,海洋科技创新在海洋环境规制对海洋经济高质量发展的影响中起中介作用,并存在双门槛效应。分区域来看,海洋环境规制对海洋经济高质量发展的影响在环渤海地区和泛珠三角地区不显著,在长三角地区显著。从海洋环境规制工具类型来看,市场激励型海洋环境规制工具对海洋经济高质量发展的影响不显著,而命令控制型海洋环境规制工具则体现出显著影响。

Based on the panel data of 11 coastal provinces in China from 2007 to 2016, this paper empirically analyzes the impact of marine environmental regulation on the high-quality development of marine economy, and investigates the mediating effect of marine science and technology innovation. The research obtains the following findings: The impact of marine environmental regulation on the high-quality development of marine economy shows an U-shaped trend;marine science and technology innovation plays a mediating role in the impact of marine environmental regulation on the high-quality development of marine economy,with a double threshold effect. From the regional perspective, the impact of marine environmental regulation on the high-quality development of marine economy is not significant in the Bohai Rim and pan-Pearl River Delta regions, but significant in the Yangtze River Delta region.From the perspective of the types of marine environmental regulation tools, market incentive marine environmental regulation tools have no significant impact on the high-quality development of marine economy, while command-and-control marine environmental regulation tools show significant impact.
