俄罗斯亚太外交:近期成果、课题与展望

Russia’s Asia-Pacific diplomacy:recent achievements,issues,and prospects

随着与西方的矛盾加剧,俄罗斯“转向东方”的步伐不断加快,在亚太地区的动作日益活跃。近年来,俄不仅试图加强与传统伙伴的关系,也力求与日、韩等美国在域内的盟友保持建设性互动。由于国力有限,俄罗斯的亚太外交也面临相当大的局限性。一方面,俄罗斯需要提升经济元素在其亚太政策中的分量;另一方面,能否实现思路方法和合作对象的多元化将在很大程度上决定俄罗斯亚太外交的潜力。俄罗斯与西方的关系极端恶化后,亚太地区难以继续成为俄罗斯外交中相对独立的空间,俄罗斯与亚太国家的合作面临新的挑战,整体合作水平的下降和亚太地区地位的相对提升可能同时出现。

As the conflict with the West intensifies,Russia accelerates its pace in “turning to the East”,and becomes increasingly active in the Asia-Pacific region.In recent years,Russia has sought not only to strengthen relationship with traditional partners,but also to maintain constructive interaction with Japan,the Republic of Korea,and other US allies in the region.However,due to its limited comprehensive national strength,Russia also faces considerable limitations in its AsiaPacific diplomacy.On the one hand,Russia needs to raise the weight of economic elements in its Asia-Pacific policy.On the other hand,the potential of Russia’s Asia-Pacific diplomacy depends to a large extent on the ability to diversify its approaches and partners.Following the extreme deterioration of Russia’s relations with the West,it is difficult for the Asia-Pacific region to remain a relatively independent space in Russia’s diplomacy.The cooperation between Russia and Asia-Pacific countries will face new challenges,with a possible simultaneous decline in the overall level of cooperation and relative rise in the status of the Asia-Pacific region in Russia’s diplomacy.
